Cant fire coach

So my team is 10-10-3. We are 5th in the Atlantic and currently not in position to make the playoffs. Coming off a 32-38-12 season it is a slight improvement but the owner wants playoffs and so do I. I have tried to fire Bylsma (the coach) several times during the current season as several of my players including Eichel are underperforming. Eichel has 11 points in 23 games. I intended to fire Bylsma and run the lines and tactics myself for a while in hopes that things improve. However, every time I try to fire Bylsma the owner says there is no reason to fire him right now. In the board meetings every month he tells me how disappointed he is in the season and how we need to improve a ton, which I frankly agree with. So why can't I take the necessary steps to do so?
