Question about Scouting from the Manual

I'm very confused by a few things in this. It keeps talking about the nation of a scouting director. How does this apply to leagues with multiple nations? If I have a English SD on an Italian team in a league with teams all around Europe, does international scouting apply?

For major league scouting, it talks about free agents with one day of professional service time. Does this mean that a 18 year old kid that was cut from rookie ball after a month is scouted using the major league budget?

Does IAFA players fall under amateur or minor league scouting? I always assumed they were scouted using international scouting.

I read "in the same nation" as pertaining to the team that employs the SD, not his ethnicity. I think amateur is no experience in same nation. No experience outside nation being international.

Those are my guesses.
