[Steam] - OOTP18 Crashes Creating Reports tar.gz

This was an issue in OOTP17 with creating league files and with creating reports, but seems like it was "worked around" in OOTP18 by using zip compression for the league file.

The issue is that the reports files still use tar.gz as the archive/compression method that OOTP17 used for both functions.

There is a workaround that allows everything to work by running steam using the following command line

STEAM_RUNTIME_PREFER_HOST_LIBRARIES=0 steam

But I figured since you guys moved to using .zip compression for the main league file that it would not be a huge leap to use the same compression for the reports files.

I would love to see this change.

The crash with creating tar.gz is so frustrating and the workaround does not always work.

I have never seen the workaround not work, but running OOTP from a CLI is a PITA. I do understand that this is not ALL an OOTP issue, but it seems like they were willing to change the league file i would have thought that the reports would be a no brainer.
