bullpen widget is a complete failure

Ok, after some further testing, it looks like the problem is that now you can't make pitching substitutions if you've set it so the AI controls pitching strategy, even if you're in control of substitutions. But the AI won't make pitching substitutions either, since you're in control of substitutions. So if you want to play with the AI controlling pitching strategy, but you control substitutions, as I do...you have to put yourself in control of pitching strategy every time you want to change pitchers, and then change it back. Awesome.

Sorry, in one place we did have a wrong check, you are correct. You can still do any changes like you could before from the team substitutions page - nothing in that should have changed. However yes, for now if you want to use the bullpen dialog to manage your bullpen with the warmup option enabled, you will need to be in control of both pitching and substitutions.
