Assistant GM not doing anything

I found a solution to the problem. After clicking "Set computer teams to allow roster changes" in options things started working again. I am not sure how the problem occurred in the 1st place, I suppose it is possible I clicked on something accidentally.

I posted this on the general forum hoping for some idea but nothing suggested has worked so I am posting it here.

For some reason, in the game I created a couple of days ago, the Assistant GM (hereby AGM) is not promoting or demoting in the minor leagues. He is also not placing people on the DL or removing them from there. In my 1st ootp18 game (where I was just testing things) it was working fine.

Setup:
- Fictional, SIM'ed about 5 seasons before creating a 6 team expansion.
- Took over management of one of the expansion teams.
- AGM promotion/demotion is set to the AGM in team settings

Things I have tried:
- Changing manager modes (Manager, GM, commish mode, etc)
- Legacy mode (GM always in control of lineup)
- Changing the AGM (fire and hire a new guy)

I should point out that clicking the "ask ai to set up minor league system" button does work but its annoying to have to click it every day. I am not sure what else to try.

My test is to simply move all the minor players to lowest R team and SIM'ing a day. When AGM was working (in previous game), he would move the players to appropriate teams. But in my current game he does nothing and all 150 players are just sitting there in one team.

Help would be appreciated.
