Do I need to offer extensions to players in the International Complex? For instance, I am Atlanta and do not want to lose Kevin Maitan. It says 0 years left under the years left column.

No, they continue while in the International Complex without a contract extension.
There is kind of an age limit set for International Complex, but default is not age 17... but I don't recall what it is off hand.

i think it's 20... or by age 21 the are forced, or maybe related to when the turn during seaosn, lol... but its related to 20.
