Setting Up a Winter League???
I tried to set up a Winter League using the Arizona Fall League template, moved it to Venezuela in December, and set the maximum foreign players to unlimited, but when the roster date came, no players were eligible. Is there a tutorial or instructions on how to set us one of these tournaments? I want to be able to send youngsters there to work on learning new positions.

Wait this is the first I hear of this so you can actually have real working winter Leagues now where the players are on loan?

and you affiliate specific franchises to each WL team (or do it randomly). I had everything set up, I thought, including the league affiliation but I forgot to affiliate the franchise to each team and it showed as no players eligible to play.
