No 40 Man Roster for Historical Teams?

So I started a historical league in 1995, then in 1990, and in both cases the option/ability to have/set a 40 man roster is missing.. I checked the entire drop down menu and it's not there, and the window it would usually be in is completely blank.

Am I missing something here? (Other than the 40 man roster...)

Nevermind found it...apparently it auto-disabled the 40 man roster in the settings.

Where is that setting? I noticed the no 40 man when I started a 1986 season but couldn't find and option to turn it on. Shouldn't 40 man ON be the default?

It's under League Settings > Rules.

Thanks. I went through those and obviously missed it. Or maybe I had advanced from the start date and it was too late to change?

Yeah,I thought so too, especially starting in 1995... but it was turned off mysteriously

It's under the league settings.
