Rookie of the Year Qualification

Can we please have an option where rookie of the year eligibility can be based not only on the current league but also overall major league service time? There is already an option when it comes to resetting (or not) service time for contract considerations, adding this option to Rookie of the Year eligibility calculations would be awesome.

For example, maybe it makes sense for a clearly best league in a game universe (like MLB) not to care if a player has been at the major league level elsewhere. But if we have a universe with other major leagues, it doesn't make sense for a 37-year-old washed up star from a better league to win the Rookie of the Year in a less competitive league.
