AI teams and extensions

I'm running a small online league with only 4 human teams and 20 computer controlled teams. Almost everything is working fine, except the computer teams are not signing their players to extensions. It's not a lack of revenue or room under budget. It doesn't seem to be a team focus problem, ie: rebuilding team not wanting to resign vets. It's widespread and at the end of year one the FA market is going to be flooded.

And help to avoid this or insight is appreciated!

AI teams dont tend to resign players until right before FA. I just took control of each team in my EBL league and offered contracts to various players and gave many of them what they wanted so those teams did not trade these players right before the trade deadline. Maybe do the same?
