Newbie questions

I just got OOTP17 last night and I have a couple questions about the draft.
I'm starting with last years MLB season. I got tot the draft and wanted each MLB team to draft who they actually drafted last June. Am I able to do that? I just did the auto draft just to get through it. I will start a new season tonight.
Once I got through the draft, I couldn't figure out how to sign my players. I looked just about everywhere.
Lastly, I didn't see how to sign international players. I thought it would give me a heads up on July 2 but nothing came up.
