Editing League Structure
Is there any way to edit the league structure (ie. divisions)?

Yes. League > League Settings > Edit League Structure.

You need to generate a new schedule, only balanced schedules can be made. I think it also can only be changed during off/pre-season.

I think you're thinking of OOTP. Not possible in FHM.
