Waiver Trade

It is deep September in my league. Toronto put Drew Storen on waivers. I made an offer for him, a couple of million. After a couple of games I get a note from the commissioners' office that the trade went through. The trade has been completed. Nowhere does it mention Storen. Storen is still on waivers and I have no way to put him on my roster.How can I get him on my team.I really just want him for depth for next season as he can't pitch in the post season for me.
