Question About Pitchers

I was wondering why is that if I change a relief pitcher with 3+ solid pitches and good overall ratings, that when I move him to SP his ratings decrease? I have just noticed in OOTP17 that there are a lot of RP that should be in rotations, but the AI uses them as relief pitchers. When I sign them and then move them to SP, their ratings decrease.

By "their ratings" do you mean specifically their Stuff rating? With relievers, OOTP only factors in their top two pitches when it determines the Stuff rating. With starters, it factors in all of their pitches.
