Where To Expand?

I am reviving this game from OOTP14 and I need ideas as to where to expand to. I plan to expand from 24 teams up to 30 teams over the next several years. Below is my current alignment.

Houston and St. Louis definitely. Toronto and possibly Montreal if you're allowing Canadian teams. Miami and either Tampa Bay or Orlando.

Others at the top of my list would be Charlotte, Portland and Kansas City.

I will be resigning as Minneapolis GM effective immediately and will be simulating the 2026 season. Expansion will happen following the 2026 season with the league still deciding who to add to the league.

Finalists are:
-St. Louis Royals
-Houston Buffaloes
-Miami Whales
-Tampa Bay Pirates
