When delegating sign/release in minors, why isn't it the Asst GM?

In the team control settings, why is the option to have the AI handle minor league signing and releases listed as "minor league coaches"? If this is going to be delegated, shouldn't it be the Assistant GM who handles it? Is this just mislabeled, or is it really using the minor league manager's roster strategies on each team? For the most part I guess it doesn't matter much, but since I pay a bit more attention to the Assistant GM's roster strategy compared with the roster strategy ratings of my minor league managers, that's the AI algorithm I would like making those decisions.

Also, I find that the AI signs and releases as needed to keep within roster limits after the draft, even if I don't delegate this at all, and I wonder what strategy is being used in that case. Arguably, if I am the GM and I don't delegate this task, shouldn't the game refuse to continue until I release the amount of players who need to be released to meet roster limits (even if I have delegated promotion/demotion)?
