Force start not working (in Triple A)

I'm the GM of a MLB team and have a pitcher in Triple A who I want to be a starting pitcher. In Set Game Strategy I set Force Role to Starting Pitcher but for some reason my triple A manager isn't using him as a starter.

I do have three other pitchers set to Force Start as a Starting Pitcher and it is working fine for them.

Is there a way around this issue?

Are they only going with a 3-man rotation? If you have a guy set to force start as SP, basically we will go through and fill up their rotation with them, but once the rotation is full, then they'd get shuffled off to the bullpen.

When I'm in that situation I force start some of my starters into a Relief Pitcher or Closer role until the guys I really want to start are in the rotation.

If you force start two players for the same position the AI will choose the one it likes better.

As far as I can tell it is a 5 man rotation (looking at the Pitching screen, it shows 5 starters in the starting rotation).

As grmagne suggested, I set one of the pitchers who was starting to be force started as a reliver, so now the guy I want is starting (but I don;t know how long that will last for).

This sort of thing can happen if you force start too many SPs, i.e. 6 in a 5 man rotation.

This has been going on in my online league as well. It will only force start ONE SP (no matter how many are set, if it's 2, 3, 5, or whatever) for each minor league team that is set to force start at SP. Every other position works correctly.

Can you not edit lineups and rotations for your farm teams like you could in the past? This is my first year playing in a few years...

You can. But it's still something that appears to not be working (or at least isn't for this guy and myself) and sometimes you just don't have time to manually do it all for an online league so you'll auto a few minor league lineups/pitching staffs.
