All Arrows Point Down

On the screens that show recommendations for promotion/demotion of players, all teams show all players with the red "down" arrows, regardless of the level of the league.

I've rebooted a couple of times to no avail.

I would suggest running the "Recalc all ratings and run full rescouting" option in the global settings page. Most likely something is going on with your player valuations.
