Scouting?
I'm noticing something. Whenever I get a message the scout has found someone or there's an interesting waver player and I check he's not very good ( 1/ 1.5 stars potential) Is this how it should be? Seems off.

Lots of different things going on:
1. Most importantly: Great players are just rare, compared to the baseball-playing population of the world in general. 2. Anything over a half-star potential means "could play in the majors." So 1/1.5 star potential, while not All-star, or even starter, still has value. 3. Your scout has tendencies, and if he favors ability highly, he's less likely to think any 16 year old from the DR has star potential. 4. Star ratings themselves have very limited utility. Better to analyze the actual component ratings. Since these players are free, and it's unlikely you'll ever fill your international complex (at least I never have), it's good that your scout is accepting anybody with even slight potential: on the off-chance they become a major leaguer, 6 cheap years of a young player that you didn't have to spend a draft pick on is amazing. |

OK, that makes sense. And I guess it's hard to tell if someone will be a 5 when they're 18 and still a 1 because they haven't developed yet.
