I just set up a historical exhibition game. I didn't see the option to switch databases or choose neutralized stats either. I did see that you can pick the game era and strategy. So, I chose the 1984 Tigers vs the 1995 Braves and used modern day strategy. But, you could choose to use the dead ball era or the golden era for instance.
I know when playing a historical league, when using neutralized stats it takes the ball park element out. A guy like Larry Walker who played in Colorado would see his stats come down a bit. But, a guy say who pitched in Colorado would see his stats go up. Basically, guys who hit in hitter friendly parks see a decrease and pitchers a increase and pitchers who pitch in friendly pitching parks see a decrease compared to pitchers in hitters parks which get an increase.
Also, when setting up a league on page 1 of 5 if you check show advanced options. You will see a blue bar that says select path to database. You pick that and usually in your documents, OOTP 17 folder is another folder labeled STATS. This is where you can choose another database. By default I think its Historical_database.odb. or you can get some by the great mod makers of the OOTP community like Spritze database.
