Rookie Draft Issue

I find that I can spend as much money as I want on rookies and those amounts are not subtracted from the total i have to work with. For example, my page says i gave $650,000 to spend on the draft. Yet, I spent nearly $2 million dollars and signed them all. How? I think this is a bug.

Are you in commish mode? That's the reason.

I've always played in commish mode. Why is it different now?
