Question about historical rookies

I just completed the 1987 season with the option of the amateur draft disabled so that rookies break in with their first major-league team (Tom Glavine with the Braves, Joe Magrane with the Cards, etc.).

If I get to the end of the 1992 season and decide not to expand to include Florida and Colorado, what happens to the rookies who would have appeared with the Marlins and Rockies in 1993? Will they appear in the game as free agents because the amateur draft is disabled or will they just not appear in the game at all?
