Facegen on Player Profile page won't zoom out

I have set facegen settings to zoom out to show more jersey for Player Profile picture and Facegen zoom. When I go to player list screen and get the player pop-up, the facegen picture is zoomed out to show more jersey, but when I go to the same player in their player profile screen, it is the zoomed in version showing no jersey. Note this is not consistent as it seems half the players in the profile screen do have their facegen picture zoomed out while half don't (included screenshot of one that has the profile zoomed out). I've included screenshots of the example for Cal Ripken. Note I downloaded and am using the historical facegen package from OOTP Mods. I have also run force update for all player photos as well as saved, exited and restarted after setting the options to zoom out to no avail. Maybe some facegen pictures aren't compatible for zoom out function?
