expansion teams

After the 2016 season I expanded my league. Its now January but the expansion team doesn't have any minor league players. Will they sign minor league free agents or how will they fill their minor league rosters?

Probably with minor league free agent signings.

For teams in Short Season A and Rookie levels, the draft in June would be used to stock up at least some of those teams. (Asuming you have short season leagues and a draft before those seasons begin play).

For Expansion Draft more then 25 rounds then Minors will get filled up.
