is it possible to turn off coaches midway through a season? And if it is, where the heck do you find that option?

(I've been away from OOTP for a while and am getting back into it).

Yes, league setup, Global settings.

Should be immediate. If you're considering at all turning it back on, your budgets will need to be reset. IIRC, they're gone. So is the category assignment and the reports. FWIW

I lose patience with trying to find a pitching coach for the Class D Podunk Nobodies in the Timbuktu League.
