I recieved this message but I can't seem to release enough players, any idea why?

well you can buy out their contracts if you have that option selected.

emergency plan would be > 'commisioner mode' on > set 'under contract' to no team for the players you want to get rid off

Try playing a season as a GM of an FHL team, you will about half way through the season, need to start changing players birth years in order to keep enough players on your team under the age of 26
