Transparent Menus and Popups

Are the dropdown menus and pop up boxes in OOTP5 supposed to be transparent?

It is very difficult to read.

Is there something in the stylesheets that I can change to get rid of the transparency?

Have you tried going into the OOTP5 folder and toggling the 3d settings in
the graphics config?
