Two amateur draft suggestions

1. All drafted players should be subject to negotiations, not just players drafted in the first 5 rounds. In real life, players picked in round 6 and later aren't guaranteed to sign.
2. User teams should have a "don't draft impossible signees" toggle, so that the automated AI draft doesn't pick them. This is especially a problem in online leagues.

While an option would be nice, I'm ok with it. Teams draft "impossibles" all the time in the MLB.
