Is this possible....

Planning to create a USSR baseball league. The league is going to start in 1950.

Just wondering is it possible that the USSR is the main 'nation' but the players come from (what was) the 15 (former) Soviet Republics?

Missing some. The Eastern European nations are not represented in that region.

I think he was just looking for the Union of Soviet Socialist Republics and not the Warsaw Pact nations.

No the Soviet Union and the Warsaw Pact nations plus Yugoslavia. The Warsaw Pact nations are in the game but East Germany and Yugoslavia will require some work.

the Eurasia region should cover it for you, not sure how you would account for only East Germany though...
