OOTP5 -- Cannot get a license

I purchased OOTP5 through the online store and downloaded and installed it.

When I opened the game, however, all I get is a message that says:

"Sorry, could not get a license at this time. Please try again later. 168. 7."

I have a license, in the form of an order confirmation number. What is wrong?

If it helps, I am running Windows XP, have OOTP4 installed (and working), and I'm sure that I have more than sufficient RAM and HD space.

It could be the amount of server and license use, otherwise I would either try in a few minutes or contact Via-Tech by phone.
