OOTP13 Custom Regions Mod

I will be posting a set of edited regions on April 9. If you want a specific region to be included, please post below and I'll include it if I can.

Here are some examples of "regions":

Example 1: Arizona/New Mexico/Colorado/Utah
Example 2: Arizona/New Mexico/Texas/Mexico

How about an eastern/midwest us region and another for central/west US (using the Mississippi river as the divider)

Considering I'm playing a CSA league right now (NARBL, for those of you interested) this shouldn't be too hard to implement.
