How do I stop this from happening??(Feeders signing cut MiL players)

I have been testing some different ways to do a feeder system and ran across an issue. I started a college league and set it up to feed in the draft pool, meaning I went through the league creator, not add feeder league. I set the max age to 21 so player would be drafted after 3 or 4 years of college. I turned financials off, disabled the draft and creation of players. I set the rounds created for my ML league high enough to allow plenty of non drafted players to sign with the college team.

The problem is when I do this, they will sometimes sign players that got cut from the minors after a season. I tried to set the college league to not allow FA from another league but that only caused them to be unable to sign the undrafted FA.

I guess in my fictional world I can make the college associations not be so strict on amateur rules, but I'd really like to figure out a way. Any suggestions?
