Potential rating related to age

I understand the difference between overall and potential. However, when is that potential rating indicative of? Is that his projected rating by next season? In 5 years?

When players have leveled off at their peak, usually their potential and overall are exactly the same. But say someone has a potential rating 5 points less than their overall rating, how quickly should I expect them to decline?

Also, if I have two rookies:
An 18 year old with an overall of 22 and potential of 56.
And a 23 year old with an overall of 31 and potential of 45.
Does this mean the 18 year old is more valuable? Or is the potential rating reflective of their age?

Potential rating indicates the best a player will be without any more Potential rating boosts. Depending on the players development they can reach it in 6 months or 6 years. This has to do with their age and whether they fully develop. Some players never reach their full potential.

Show Ratings > Potential is a setting. If you turn it off their potential will adjust to match their overall rating. Just because OVR>POT does not mean they will regress.

The 18 vs 23 year old example is a risk assessment question. OOTP tends to drive ratings down. If you look at all of the talent in the minors it cannot all be fully realized or there will be too many good or great players in the ML. The 18 year old has more upside but the 23 year old is already developing and has less time in the minors to have his ratings driven down. Making a decision about the two I would have to weigh in with a number of factors.. Depth at the position (allows more risk taking), lack of depth (more conservative), I would look at personality but I do not give it the weight some players give it.

Basically this is risk assessment then a determination of value.

I would also have to see the actual ratings of the player. OVR is a good general tool to asses value but it can produce some weird results.
