Beard Update Did Not Update Beards?

When I first started my 1880's dynasty, I set up beards (actually moustaches) to be 25%, with clean shaven at 75%.

Somehow, the settings for no beards became 100%. I don't know how, but it did, and I'm embarrassed to say I did not notice on my dynasty at the time. But I have now, and I want to correct it.

So I changed no beards to 85%, and split the other 15% among three different moustache styles. Then, I force-updated player pictures for both leagues.

Problem is, the change hasn't taken hold. Both leagues are still 100% clean-shaven, even though I checked the settings again, and it's still at the 85-15 I set it at; all the teams have "allow beards" option checked; and when I pull up a team's Edit Colors & Uniforms option, the sample picture guy sometimes has a moustache. But when I generate pictures, all the players are still clean-shaven.

Might I have missed something when I tried to change these settings?
