Early release of Draft Pool

I read that the earliest the draft pool can be released is the start of preseason.
I also read that the drfat can be pushed back 200+ days from the release of the pool.

Here is my question.
From the release of the Draft Pool to the Draft, is the player development engine or injury engine(?) working on the draft pool players? or are they suspended from injuries and development until they are drafted.

I am mainly asking for our online league because we forum draft and a longer time between Draft Pool release and actually Drafting is advantagous for us. Unless the player is injured or takes a development hit 50 days after the pool is released but 175 days before we run the draft in-game.

By default they develop, but there is an option to turn development off for those players until after the draft.
