Relievers and closers under new rating system

I just started a new Major League game and am trying out the new rating system. Relative to the Major League, there are no apparently dominant relievers or closers in the game. Just wondering if relievers and closers are compared to all pitchers, or just those set to relief pitcher positions. Seems every other position ends up with a number of 4.5 and 5 stars players. My scouting is set to 100% accurate by the way.

Relievers / closers are compared to their own peers, hence the average is quite high and you do not see many dominant ones in terms of overall ratings.

Agreed, I really like the new rating system so far. And now that I understand how it works for relievers and closers I'm not as worried about my bullpen full of 1.5 and 2 star relievers getting lit up all season as would have been in the case in previous versions.
