Draft Order in MLB Quickstart

In the MLB 2013 Quickstart from OOTP 14, the draft order for 2013 is solely determined by the previous year's record, ignoring draft picks lost/gained from the signing/loss of free agents. So teams like the Nationals and the Angels have first-round picks in 2013, even though they lost them to sign Rafael Soriano and Josh Hamilton, respectively. This is pretty clearly because the transactions never actually happened within the OOTP framework, they're just written in as history.

Will the MLB 2014 Quickstart in OOTP 15 have a proper draft order built in for the first year? Or is that even technically possible?

It's technically possible, but then what happens if the user turns free agent compensation off?

Well, then in subsequent years it wouldn't happen. But as the 2014 season stands right now, the Orioles don't have a first-round pick, and I think the MLB Quickstart should reflect that. If compensation gets turned off, then I guess pretend there was a new CBA written in an emergency meeting or something?

But I do see your point too –*OOTP is about letting people play the way they want to play. Maybe two separate quickstarts? But that's pretty clunky.

but OOTP doesn't follow current draft picks anyway. the Astros traded Norris for a draft picks of the Orioles which i don't believe will be included in OOTP15 (or are comp-balance picks being introduced?)
