Reinstalled Steam and OOTP 14 now the game won't work...

I recently reinstalled steam and OOTP 14. When I started the game back up I was unable to load my saved game. It says in-game:

"There are no league folders in your Saved Games folder. Close this dialog and create a new league, or click the Restore button to restore a league from a backup."

However when I go to:
Documents -> Out of the Park Developments -> OOTP Baseball 14 -> saved_games

There is my saved game file.

I also tried to restore the game from backup. I found my game file gave it a new name as indicated and clicked start restore. Both new files were located in the saved_games location but the same "There are no league folders in your Saved Games folder." text box came up when attempting to load a game.

When I attempted to start a new league after typing in a file name I got an error reading "OOTP cannot load this database because the file world.dat is missing!"
Does anybody know what the issue is and how to fix this?
