The mysterious case of the 89-91mph pitcher

All these years I've always wondered: why does OOTP change its scale for pitching velocity after 90-92? Why isn't there an 89-91 pitcher?

Is it a space for the off-speed pitch from a flamethrower? So a guy at 96-99 might have a change or some other off-speed pitch at 89-91.

There's just no need to have it because obviously nobody ever throws in the 89-91 range.
