When I try to start new league I get this message

Have you tried uninstalling OOTP 14 and then re-installing it? At a guess I think you may have accidently deleted some important .dat files.

Try re-installing the game to the default location.

If you're using Windows, run the installer as an admin. To do so, right-click the icon and choose "run as administrator". If this doesn't work, submit a support ticket (see my sig).
