Assistant GM role: Delegating DtD roster movement on ML, without giving full Minors hiring/firing

My goal was to advance my team through a few rebuilding year, and i delegated my GM function to the Assistant GM, ie AI for roster moves at the major level, to take care of DL mainly.

Problem doing this, is it automatically gave the Assistant GM full operations of the minors, and he proceeded to release my 4 top picks from last year's draft (even though they were all still rated at same level as at draft time by the head scout), hired an average pitching coach for A-ball, at $500,000 making him the highest paid coach in the affiliates, and only one not excellent or above.

So maybe what i need is a new role, of Assistant GM who can manage the Roster but no hiring/firing in the full organisation.

the choices are all there in the drop boxes, but i can't pick and chose the ones i want.

would also be nice if he warned my before putting my 4.5 star closer on Waiver to bring up some rookie starter with only AA experience, but this i can manage, i think.
