Scout does not like HS pitchers

Just got the draft pool. and before going through my filters i look at scouting opinions. and after 3 year with him, it's getting obvious My scout really does not like HS pitchers. This year it's worse (just to highlight i changed to 20-80 ratings). He only has ONE HS pitcher rated above 21, with a 25. When i look at OAS they have 5 above 60, in 13 in total above 25.

i'm comfortable that my scouts is usually more conservative, and i look at both as reference.

scout is outstanding for Amateur, Legendary for International. he also favours ability (prior scout retired late in off-season, and choices were more limited), which i understand would affects part of this but this extreme?
