Association set up Question

I'm trying to set up an association between 3 leagues (A, B & C). My intent is to have each league made up primarily of players from it's home nation with free agency being the mechanism for how players go to foreign leagues.

As I'm setting it up I choose the option to NOT have a shared draft and then go to the league setup for each of the 3 leagues and set the draft and free agency percentages to get the make-up that I want.

The problem that I'm running into is that every time I change the settings of one league it carries that change over to the other two. Am I doing something wrong or am I trying to do something that cannot be done?

Is the mistake that I'm making that I designate the association before I change the drfat rules for each league? I'll go back and test that while I wait for help...

Reason: *I think my problem was not clicking the league so that the league options were refreshing appropriately.
