Do FAs favor winning organizations?

Or org's with higher player development budgets, or other stuff like that?

If there's a 20yo MnL FA with two choices, a team with a 6m PDB, or a team with a 15m PDB, is he going to lean towards the 15m PDB?

Same question if there's a star 28yo FA, would he take less money to come to a team who's winning, as opposed to a team who's losing?

IMO yes. I always (with recent exceptions

) have dominant teams. No FA has ever refused to bargain with me.
