My biggest gripe with OOTP is the whole issue of the ratings on a player's profile screen being different from the ratings presented in the scouting report page. I know this has been discussed a lot before, and it seems that it isn't necessarily a problem with the game but something I don't understand.

I've given up on trying to understand it, and I'm trying to figure out how to work around it. Can someone explain to me the differences in the game when you play with scouting turned off? I've read through threads suggesting trying it, but I still don't really understand what it accomplishes

Scouting off makes all the ratings into "true" ratings. In other words, the fog of war due to the scout is removed.

Before going that far, I'd recommend looking past the overall/potential ratings and looking at the individual attribute ratings instead. I don't entirely get how the OVR/POT are calculated either (nor do I agree with the results sometimes), so I more or less ignore them now. YMMV.
