Free agents in expansion years

Anyone know how you can keep the computer from signing free agents?
I have expansion draft turned off. I gave human control to all current teams but before i can assign human managers to an expansion team it signs the free agents. The expansion teams should get players who were rookies which they do but not any free agents. Tried this in 1871, 1903, 1960.
I guess the one option i have is to have an expansion draft and see if i can assign a human manager before the draft.

I think the only way to do this would be to assign the human manager on the same day you create the expansion team.

Thats what I would likevto do but the computer signs the free agent as it creates the teams. You dont get a chance to create a human manager before it signs all free sgents.
I guess the only thing to do is turn on expansion draft. I have control of every teams roster so I think I will be the one drafting every expansion teams free agent. Im guessing I will havecq chance to create human managers before the draft.

Can't you go in and release all that team's players back into the free agent pool, then assign the human manager and go from there?

I could but that might screw up a players history. More cosmetic but i dont want to see players signed and release and never play for that team in their history.
But i got good news and bad news.
If i turn on expansion draft i will be able to create human managers for each expansion team. Now the expansion teams wont draft any free agents but they will draft any player on a team and not on the protected list. So bad news is that i have to create all the protected lists. Theres less teams and less players than today so its not too bad.
