Expansion, but no ML games for 2 years - possible?

I am thinking of expanding my 20 team league to 24 teams. I was thinking of having the teams draft for two years before they play any major league games. I would create minor league teams for each expansion team and have their draftees play in the minors for these two years. On year three, I will conduct an expansion draft to get more major league quality players on these franchises.

Will this work? Would I be able to create a 24 team minor league if the majors have only 20 playing teams? I'm not sure, but I think if I simply don't schedule any games for the expansion franchises major league teams for two years that
this could be possible to do. But, will the expansion teams in those two dormant years be able to get away with empty rosters.

If any of you have any thoughts on the matter, It would be appreciated. I will probably try this in a test setup first to make sure it will work before I go and screw up my game!

Not sure. What about this? Create a new league with the expansion teams. Delete the schedule and associate them with a shared draft? Then expand as you would normally and move the minor leaguers over and delete the expansion league.

Instead of expanding your existing league, create a new one in the same universe with the two new teams. Associate the two leagues and choose to have them share the draft but nothing else. Delete the schedule for the two-team league both seasons. When you want them in the main league, move them over (in league setup) and delete the placeholder league.

Only downside is you can't have an expansion draft, but I don't think you want them taking established big-leaguers off existing teams and sit out for a year or two.
