Money and pinch hitters

I want to set my league with low pay I want to leagues super stars to only make at max $5 mil and lowest players to make $50,000 but still have a team have the ability to have a give budget so that all the good free agents get signed. After every season tons of great players free agents never get sign because they want too much money so teams cant afford them. How can I fix this or How would i set it up to work like that? And can it even be done after the season has started?

My league's rooster size is 28 if that makes a difference.
I have check season league leaders for pinch hits but how do I check the all-time pinch hit leaders?

You would to to League setup and then to Financial options and you will see the salary each level player makes, and you can set how much each team can earn each season, The easiest way I found to get to lower budget is import a 1985 stratages file or something and the contracts will be much lower so you can start from there. The 2nd part I have never tried to look at but look in Retired/active players page using splits and double splits
