Sending a "Quick Join" eMail

How do I send a Quick Join eMail for my online league?

I came across this feature by accident and sent one yesterday and my friend got the eMail, but when he tried to join the league, he got an error message - "could not find the league's tar.gz file.

After making a couple of adjustments, I am trying to send another Quick Join eMail, but I can't remember how to send another "Quick Start eMail." I tried searching the Manual without success. I have been fussing with this for 6 hours now. I just can't remember where in OOTP 14, I stumbled across the "Quick Join" eMail feature.

Can anyone help me remember how to send a "Quick Join" eMail?
