Minor League Roster Rules

Anybody know if the roster rules for the parent league flow down correctly to minor leagues now?

In my 13 universe I have several leagues that limit the number of foreign players. This works fine for the parent league but then they just stock the minor league with foreign players. For example in my Japanese league every minor league team is pretty much all american players. They usually only have a few Japanese players available to call up if there are injuries.

I don't think they do. I have tried to do a similar thing with a Canadian league, where the active roster has a 5 foreign player limit (set under League settings). I see either the reserve roster or minor leagues (depending on the setup) start to fill up foreign players. I've also seen some very strange roster management when the AI needs to work with a foreign player limit, but that's another story!

What I did was make sure that the draft only contained about 10% foreign players, and I put the foreign FA settings to "low". This way, there just aren't enough foreign players available to stockpile. The incoming class just makes up for the retiring players. You could tweak the % based on your foreign player limit.

Maybe there is a better solution out there?
